Indigenous peoples have been connected to this land for thousands of years. The Sisseton-Wahpeton Oyate, comprised of the Isanti or Santee Dakota (Sioux) people, called the area that is now Waubay National Wildlife Refuge, "Wabe" (WAH beh) - a waterfowl nesting place.
